How do IT projects in Venezuela deal with power outages?

By treating outages as a design assumption, not a contingency. Backup power is sized for the final load with real margin, video is recorded at the edge so it does not depend on the link, and redundancy is verified down to the physical path. In late September 2026 electricity rationing of six hours or more affected most of the country outside Caracas, and the government announced 1,300 MW of additional capacity for the fourth quarter.

Can a US company supply telecommunications or network equipment to Venezuela?

OFAC General License 61, issued on 21 August 2026, authorizes the supply of certain items and services to Venezuela related to telecommunications, including equipment and, when related to telecommunications, software, cloud, storage and network monitoring. General License 62 authorizes negotiating and entering into contingent contracts for investment in the sector. Both have exclusions; check the license text with your sanctions counsel.

Are there data residency rules in Venezuela?

For banks, yes: a SUDEBAN circular dated 29 December 2023 recalls the prohibition on moving principal data centers and databases outside the country and requires cloud providers with local presence, prior approval of cloud contracts, encryption, asset inventories and at least annual penetration testing. For other companies there is no specific data protection law; personal data is protected by article 60 of the Constitution and habeas data case law.

Does Venezuela have a cybersecurity law?

Not as of 1 October 2026. A cybersecurity bill was announced in January 2026 together with artificial intelligence and digital rights bills, but none has been published in the Official Gazette. The criminal framework is the Special Law against Computer Crimes of 2001 (Official Gazette 37,313).

Are there Tier-certified data centers in Venezuela?

According to the Uptime Institute public registry, Venezuela only shows Tier III certifications of design documents: one from 2013 and another from 2015 that has expired. No facility in the country holds a Tier certification of the constructed facility or of operational sustainability. In practice, resilience has to be verified on site and designed into your own infrastructure.
